 | BACKGROUND:
The role of the traditional park ranger continues to change with the times. Their job has always been important, but now more than ever, with increased park visitation and the evolution of outdoor activities rangers have greater responsibilities.
California Penal Code 830.31 recognizes park rangers as peace officers and with this distinction the Orange County Board of Supervisors has granted Harbors, Beaches and Parks (HBP) rangers the authority to enforce ordinances for the protection of visitors and preservation of recreational, cultural and natural resources. On September 21, 2004 the Board of Supervisors directed the Resources and Development Management Department (RDMD) to develop and return an implementation plan and timeline for incorporating a civil citation component into the role of park ranger.
Civil citations are actual fines issued, in this case, to individuals who violate a County ordinance. Citations are to be issued exclusively for the protection of park patrons and resources. The fines are levied for an ordinance infringement and can increase by repeated violations. As part of this program park rangers receive specialized training from the Orange County Sheriff’s Department.
