The County envisions entering into a master ground lease with a development team, to plan, design, permit, fund, construct, renovate, market, and operate and manage the Harbor. At the conclusion of the RFP process, the Board of Supervisors will select a development team to successfully revitalize the Harbor.

March 16, 2016 – County releases Request for Qualifications (RFQ)
June 20, 2016 – Solicitation closes with three proposers responding
Sept. 1, 2016 – All three proposers short-listed by Evaluation Committee to receive the Request for Proposals (RFP)
Oct. 19, 2016 – County releases RFP to the three pre-qualified proposers
May 4, 2017 – The RFP closes with two proposers responding
Oct. 17, 2017 -- The Board of Supervisors selects Dana Point Harbor Partners (DPHP) as the primary and Dana Point Partners as the alternate developer to lease, develop and manage certain portions of Dana Point Harbor and authorizes the Chief Real Estate Officer to negotiate an Option and Ground Lease Agreement with DPHP.
The Board of Supervisors will consider:
Approval and execution of Option Agreement with DPHP.
Approval of Ground Lease Agreement with DPHP for a 66-year term.
Authorizing the Chief Real Estate Officer to execute the Ground Lease Agreement once the conditions of the Option Agreement have been met.
